What This Package Covers?

Synchron Safety shall provide the following services:

Annual & Biennial Filings Management

Unified Carrier Registration (UCR)

Synchron Safety will prepare and submit the Client's annual UCR filing. This includes verifying fleet size based on Client-provided data and ensuring timely submission.

2290 HVUT

Synchron Safety will prepare and file the annual IRS Form 2290 (Heavy Vehicle Use Tax) for all applicable vehicles (over 55,000 lbs) reported by the Client. The resulting Stamped Schedule 1 will be digitally provided to the Client.

MCS-150 Biennial Update

Synchron Safety will monitor the Client's 24-month FMCSA update requirement and file the MCS-150 biennial report using Client-provided mileage and fleet data. This service also includes updates for significant operational changes (e.g., change of address) when notified by the Client.

Permit & Registration Administration

IRP Account Management

Synchron Safety will manage the Client's International Registration Plan (IRP) account, including:

  • Processing annual IRP account renewals.
  • Processing IRP fleet additions, vehicle deletions, and cab card updates as requested by the Client.
  • Submitting required supporting documentation (e.g., 2290 Schedule 1, insurance) to the IRP office on the Client's behalf.

Insurance COI Tracking

Synchron Safety will:

  • Maintain a digital log of the Client's provided insurance policy expiration dates (Auto Liability, Cargo, etc.).
  • Proactively contact the Client's designated insurance broker 30 days prior to policy expiration to request an updated Certificate of Insurance (COI).

Documentation & Administrative Support

Digital Document Management

Synchron Safety will:

  • Establish and maintain a digital folder structure for all active drivers and vehicles (trucks/trailers) reported by the Client.
  • Receive, review for legibility, and digitally file essential compliance documents provided by the Client, limited to:
    • Driver's CDL
    • Driver's Medical Card
    • Vehicle Registrations (Cab Cards)
    • Vehicle Annual Inspection Reports

Expiration Tracking

Synchron Safety will:

  • Maintain an expiration tracking system for the four (4) document types listed following:
    • Driver's CDL
    • Driver's Medical Card
    • Vehicle Registrations (Cab Cards)
    • Vehicle Annual Inspection Reports
  • Generate and send a monthly "Upcoming Expirations" report to the Client's designated contact.

Carrier Coordination

Primary Point of Contact

Synchron Safety will provide a dedicated safety & compliance email inbox for all document submissions and service inquiries related to this SOW.

Administrative Support

Synchron Safety will provide a designated Point of Contact for administrative support regarding the services listed in this SOW during standard business hours (e.g., 9:00 AM - 5:00 PM EST, Monday-Friday).

IMPORTANT EXCLUSION

Not Included in Compliance Essentials

Transparency is key. Tier 1 is an administrative service and expressly excludes proactive safety and risk management. To keep costs low for fleets that only need paperwork support, Tier 1 does NOT include:

ELD / HOS Logbook Auditing (Available in Tier 2)

New Hire Screening (MVR, PSP, Background)

Driver Qualification (DQ) Files (Available in Tier 3)

CSA Score Monitoring & Audit Representation

CLIENT RESPONSIBILITIES

Your Role in Compliance

The Client agrees to:

Provide all necessary documents (CDLs, medical cards, registrations, inspections, etc.) in a timely, complete, and legible format.

Immediately notify Synchron Safety of any and all changes to fleet, drivers, or company information, including new vehicle additions, vehicle disposals, new driver hires, driver terminations, and changes to company address or contact information.

Provide all necessary information (mileage, fleet counts, etc.) required to complete filings.

Provide accurate contact information for their insurance broker.

Review and provide final approval for all filings prepared by Synchron Safety on their behalf.

Pay for all third-party filing fees, taxes, and registration costs, including but not limited to UCR fees, 2290 tax liabilities, and IRP registration fees. Synchron Safety will invoice for these fees or facilitate direct payment.
